Imaging Variant (IV) Specular Inspection and Diagnostic Ring (SpIDR)

The Naval Surface Warfare Center Carderock Division is conducting market research to identify capable vendors for the procurement of one Imaging Variant Specular Inspection and Diagnostic Ring (IV-SpIDR), a specialized instrument designed for RF transmission, normal incidence reflection, and bistatic reflection measurements between 2 and 40 GHz across multiple angles and polarizations. The device must rapidly image and extract electrical and magnetic properties from non-metallic materials and be fully compatible with the organization’s existing Keysight Vector Network Analyzer, a 2025 PC equipped with an Intel i5 12th Generation processor, Windows 11 Pro, at least 16 GB of memory, and a 512 GB SSD. The IV-SpIDR must include a low-band antenna, additional accessories, and the EMPIRE software suite for material permittivity extraction, de-embedding, and multi-layer stack analysis. The system must be manufactured and distributed in the United States to comply with the Trade Agreements Act, and the contractor is required to perform on-site installation and training at NSWCCD’s facility in Bethesda, Maryland. The government intends to award a Firm-Fixed-Price completion contract under NAICS code 334515 for Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with no set-aside designated.
