The Installation Management Command-Europe is seeking commercial custodial services through a combined synopsis/solicitation for a Multiple Award Task Order Contract (MATOC) under the NAICS code 561720, with a small business size standard of $22.0 million. This acquisition is for full and open competition and is being conducted under FAR Subpart 12.6 to procure janitorial and cleaning services across all U.S. Army Garrisons in Germany, Belgium, Luxembourg, Bulgaria, Romania, and other outlying areas in the European Theater. The contract is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) instrument with a base ordering period of up to 10 years and potential one-year extensions for individual task orders, supported by a maximum contract ceiling of $220 million and a minimum order threshold of €500. Vendors must submit proposals electronically by 22 April 2026, 07:00 CEST, to three designated government email addresses, and proposals must include the offeror’s CAGE code and UEI, be registered in SAM, and comply with WAWF for invoicing. Offers will be evaluated strictly on three binary pass/fail factors: relevant experience within the last five years meeting specific complexity, duration, work type, and value criteria; acceptable supplier risk rating via the Supplier Performance Risk System (SPRS); and valid DIN EN ISO 9001:2015 and DIN EN ISO 14001 certifications. Failure in any one factor disqualifies an offeror. Award decisions are not based on price or competitive ranking; all offerors who meet these thresholds become qualifying contractors and will be awarded a task order contract, with pricing determined only at the individual task order level. The solicitation includes an on-ramping phase for new vendors during Ordering Period 2, explicitly excluding current contractors from participating. Contractors must comply with stringent security protocols including PIV card requirements, AT Level I training, FPCON adherence, and restrictions on covered telecommunications equipment, and must flow down key FAR clauses to subcontractors. Technical performance standards reference IICRC and ISSA guidelines, and acceptance occurs at destination locations per FOB Destination terms. Proposals must be organized into two volumes with strict formatting, and only email submissions are accepted.
