AI Contract Overview
The National Institutes of Health NIAID, under the Department of Health and Human Services, has awarded a competitive cost reimbursement, level of effort contract for the Immune Epitope Database and Analysis Program. The agreement covers a base period from March 15, 2026, through December 14, 2026, with a total potential period of performance extending to December 14, 2030. The work will be performed in La Jolla, California, under NAICS code 541714. A fixed-price contract was deemed infeasible due to the dynamic, science-responsive nature of the requirements and the difficulty of accurately estimating costs without precise specifications. By utilizing a cost reimbursement structure, the government maintains the necessary flexibility to adapt to evolving needs and avoids the undue risk associated with a fixed-price environment. This award is associated with solicitation number 75N93024R00017.

Full Description
A competitive cost reimbursement, level of effort (term) type contract was awarded, for the period of performance of March 15, 2026 through December 14, 2026 (Base Period), and a total period of performance (including Base Period and all Options) of March 15, 2026 through December 14, 2030. Upon analysis of the type of work and all associated costs involved, a fixed-price type contract was not feasible due to the absence of precise specifications and difficulties in estimating costs with accuracy. Based upon the uncertainties involved, the Government would assume undue risk in attempting to fit a relatively dynamic (science responsive and result-driven) requirement into a fixed-price environment. A fixed-price contract would be disadvantageous to the Government, since it does not provide the Government with the flexibility that is needed to responsibly shift with the evolving needs of the requirement.
