Impact Fee - Consulting Services

The City of Avondale, through its Finance and Budget Department, is soliciting proposals under solicitation number FIN 27-015 for professional consulting services to review, update, and prepare the city's development impact fee program. The scope of work includes performing all necessary analyses, creating a five-to-ten-year Infrastructure Improvement Plan for various city services, developing detailed fee schedules by land use and activity, and providing technical documentation and adoption support for City Council meetings. This is an indefinite quantity and indefinite delivery agreement that may automatically renew for up to four successive one-year terms. Proposals are due by December 9, 2026, at 5:00pm and will be evaluated based on a points system focusing on project approach (25%), project schedule (25%), and pricing (10%). Qualified vendors must be registered in the System for Award Management (SAM) and comply with various federal regulations, including the Davis-Bacon Act, the Copeland Anti-Kickback Act, and the Buy America Preference. The selection process may include oral interviews at the city's discretion. Awarded consultants must maintain a professional standard of care, implement an acceptable self-inspection system, and adhere to the city's Artificial Intelligence Use Policy. Payment is processed within thirty days of invoice approval by the City of Avondale Accounts Payable Division.
