The Naval Undersea Warfare Center Division, Newport is seeking a contractor to provide professional import and export customs brokerage and freight forwarding services. This total small business set-aside contract, under NAICS 488510, follows a previous requirement held by JCI Logistics, LLC. The contract structure consists of one base year and four one-year option periods, spanning from October 1, 2020, to September 30, 2025. The award utilizes a hybrid pricing model featuring Firm Fixed Price CLINs for labor, based on an estimated 750 hours per year for a Transportation Specialist, and Cost Reimbursable CLINs for government-paid fees such as customs, duties, taxes, and various freight charges. The selected contractor must possess a valid customs broker's license issued by the US Department of Treasury or US Customs and Border Protection and must adhere to Title 19 CFR and DoD 4500.9-R regulations. Responsibilities include facilitating worldwide shipments, managing customs clearance, and providing itemized fee schedules and final invoices. While the services involve international logistics, the government has clarified that the items being transported are not covered under ITAR and no facility clearance is required. Award selection is based on a best-value trade-off considering price, past performance, and technical capability evaluated through specific shipping and customs scenarios.
