The Naval Research Laboratory is seeking to negotiate a contract with The Raytheon Company for the procurement of an engineering development model of an Improved Imaging Technology Wide Field of View infrared camera. This camera features a 90 by 18 degree field of view, a 2560 by 512 array format, and the capability to track up to 40 targets simultaneously. The procurement is planned for one unit with an option to purchase up to four additional units. Raytheon is identified as the sole source due to holding proprietary patents on key camera components and the proprietary nature of the camera design, which justifies awarding the contract on a non-competitive basis under the statutory authority that only one responsible source exists. This acquisition falls under the jurisdiction of the Department of Defense’s Naval Research Laboratory, with solicitation number N00173-09-R-LS04. While the government does not intend to use FAR Part 12 for acquisition of commercial items, it allows other responsible sources to submit capability statements, proposals, or quotations for consideration. The contract includes aspects subject to international agreements such as the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Interested parties can seek additional business opportunities through the NRL website. The primary point of contact is Lisa A Fleming, reachable by email and phone for any inquiries related to this procurement.
