The Project consists of approval of the FY 2026-2026 Budget, which is not itself a “project” under CEQA Guidelines 15060(c) and 15378. However, adoption of the Budget includes approval of the Capital Improvement Program allocation for the FY 2026-27 In-House Pipeline replacement work, specifically the replacement of up to 2 miles of existing pipeline to be performed by District staff. Because this work is authorized through the Budget and will not return to the Board for separate project approval, the pipeline replacement has been evaluated as a project for CEQA purposes. Beneficiaries of the Project are the residents of La Crescenta and the general public.
