In-Service Support for the Arctic Mobility Amphibious Vehicles

The Department of National Defence is seeking to establish a task-based in-service support contract for the Arctic Mobility Amphibious Vehicles (AMAV) platform. The scope of work includes mobile repair parties for domestic and international on-site maintenance, priority repair requests, and specialized engineering services such as technical investigations, reliability analysis, and design modifications. Key performance requirements mandate that all repairs meet or exceed original manufacturer standards, with a 24-hour response time for technical inquiries and the replacement of time-expiring components within four months of equipment return. This procurement is being conducted as a sole-source award to Zeal Motor Inc., the authorized intellectual property holder for the AMAV platform. The justification for this limited tendering is based on the supplier's exclusive ownership of the necessary design, architecture, and technical documentation, which prevents technical competition and ensures compatibility with existing systems under the Canadian Free Trade Agreement. The contract is structured for an initial term of three years, with two optional one-year extensions, providing a potential total duration of five years.
