Incarcerated Behavioral Treatment

Mohave County is seeking behavioral healthcare service providers under solicitation 2027-018-RFP to provide comprehensive behavioral health, substance use, and recovery support services for incarcerated individuals at the Adult Detention Center in Kingman, Arizona. The scope of work includes behavioral health screening, assessments, treatment planning, ASAM screening, counseling, case management, skills training, and peer support services. The county intends to award multiple contracts, with reimbursement based on the AHCCCS Behavioral Health Outpatient Fee-For-Service rates. The contract term begins upon award and remains in effect until June 30, 2027, with the possibility of one-year renewals depending on funding availability. Eligible providers must be licensed by the Arizona State Department of Health to operate an outpatient behavioral healthcare program and must adhere to strict insurance minimums, including professional liability, general liability, automobile, worker's compensation, and cyber liability coverage. Proposals are due by October 19, 2026, and must be submitted through the county's online bidding system. Required submission documents include a signed Offer and Acceptance Form, a completed References Form with three professional references, and a copy of the provider's current state license.
