Inconel and K-Monel fasteners and shear pins for the NFPC to support CLB Class Propulsors

This contract is a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) for the manufacture and testing of Inconel 718 and K-Monel fasteners and shear pins to support CLB Class Propulsors under the Navy’s Naval Surface Warfare Center Philadelphia Division. The ordering period spans five years from the date of award, with a total period of performance extending six years, and deliveries may continue up to twelve months beyond the end of the contract period. Exact quantities and delivery schedules are not fixed in the base contract but will be established through individual Delivery Orders at the government’s discretion, with the listed quantities representing maximums over the five-year ordering period. The pricing structure is Firm-Fixed-Price (FFP), and award will be made to the lowest-priced technically acceptable offeror, provided the offeror is responsible under FAR Part 9 and meets all solicitation requirements. The contract mandates strict adherence to technical and quality standards, including compliance with API 6ACRA, MIL-STD-130, MIL-STD-129, and ASTM-D-3951-18 for packaging, marking, and unique item identification. All items require certification packages, including certificates of conformance, inspection reports, and government property reports, submitted through Contract Data Requirements Lists (CDRLs) A001–A004. Source inspections at the manufacturer’s site are mandatory and must be scheduled with at least fifteen days’ notice; the government reserves the right to witness manufacturing, testing, and inspection operations with thirty days’ advance notice. Packaging and labeling must exclude prohibited materials like loose fill polystyrene, asbestos, and yellow wrapping, and all shipments to DoDAAC N00151 must conform to government property accountability standards under FAR 45 and DFARS 245. Offerors must possess an approved Property Management System verified by DCMA within the last three years and meet Cybersecurity Maturity Model Certification (CMMC) Level requirements to be eligible for award. Compliance with SAM registration, Unique Entity Identifier submission, and current Representations and Certifications is required, along with adherence to security protocols including personnel vetting, facility access controls, and Confidential clearance for those working with Navy Nuclear Propulsion Program information. All invoices must be submitted via Wide Area Workflow (WAWF) using EDI or SFTP, with a separate email notification sent to the Contracting Officer and Contracting Officer’s Representative on the same day to ensure payment.
