This contract establishes a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle for the manufacture and testing of Inconel 718 and K-Monel fasteners and shear pins to support CLB Class Propulsors at the Naval Foundry and Propeller Center. The ordering period spans five years from the date of award, with a six-year performance period, during which actual quantities and delivery schedules will be defined through Firm-Fixed-Price Delivery Orders. The contract consolidates three prior purchase orders with a combined estimated value of $1,187,070, aiming to streamline procurement, reduce administrative overhead, and ensure consistent quality and supply chain reliability for mission-critical propulsion components. Only small businesses are eligible to compete, as the procurement is structured as a Small Business Set-Aside under FAR 19.104-1, and all work must comply with stringent quality assurance standards including fluorescent penetrant testing, proof load testing, and precision machining tolerances. Inspection is required at the vendor’s facility prior to shipment, with final acceptance occurring at the Philadelphia, PA performance site. The contract requires full certification and traceability documentation but does not specify detailed packaging, marking, FOB terms, or invoicing procedures. No formal pricing line items (CLINs), payment office details, accounting data, or named Contracting Officer’s Representative or Technical Representative are provided, though administration will be managed by NSWCPD Contracts Department, Code 02, under the oversight of Technical Director Nigel C. Thijs, SES. The evaluation process considers technical capability, past performance, and cost reasonableness without defined weights or ratings, and while a trade-off selection approach is plausible, the official basis of award is not explicitly stated. The solicitation, posted on SAM.gov with number N6449825RFPREQPD14100125, does not include required representations, certifications, special contract clauses, or submission instructions beyond the requirement to respond to the consolidated scope.
