THIS IS NOT A REQUEST FOR PROPOSAL The Government intends to secure services, labor, and material for construction, additions, alterations, maintenance, and repairs at the various buildings and structures at the Federal Law Enforcement Training Center, Charleston, South Carolina, through the issuance of individual task orders under ONE Indefinite Delivery/ Indefinite Quantity (IDIQ) contract. The Contractor shall furnish, for the basic contract and each individual task order issued thereunder, all labor, transportation, materials, equipment, supervision, and quality control, necessary to perform the required construction, maintenance, and alterations. The contract duration will be a base period of 12 months from the date of award with four 12 month option periods with an additional 6-month extension in accordance with FAR 52.217-8 to be exercised at the Government's discretion. The contract will have a guaranteed minimum of $50,000.00 with a maximum estimated value of Not-to-Exceed $16,500,000.00 for the life of the contract. The estimated execution per year for planning purposes is approximately $3,000,000.00. This is for planning purposes only and is NOT guaranteed. Task Orders will typically range from $1,000.00 to $1,000,000.00, and may involve a variety of trades including but not limited to architectural, mechanical, civil, structural, roofing, demolition, electrical, environmental support, carpentry, roadwork, painting, plumbing, and masonry. The procurement will be solicited using trade-off methodology as outlined in FAR Part 15. Tradeoffs will be made between the non-price factors and price. Non-price factors consist of Technical (Factor A Key Personnel and Factor B Management Approach) and Factor C Past Performance, which when combined, are approximately equal in weight to price. The Government contemplates award of ONE firm fixed price construction contract resulting from this solicitation. Individual task order pricing will be based on pre-established prices in place contained in the RS. Means Facility Construction Cost Data book, adjusted by the Charleston, SC City Cost Index Multiplier, using the sum total of the bare costs for labor, material, and equipment. The contractor's coefficient shall be applied to the total of the adjusted bare costs. It is the responsibility of interested parties to regularly check the website (www.fbo.gov) for posting of the solicitation and its subsequent amendments (if applicable). The Government is anticipating significant subcontracting opportunities with this procurement. THE SOLICITATION PACKAGE IS EXPECTED TO BE POSTED WITHIN THE NEXT 2-4 WEEKS WITH THE PROPOSALS DUE APPROXIMATELY THIRTY (30) CALENDAR DAYS LATER.
