This Multiple-Award Contract Indefinite-Delivery Indefinite-Quantity (MAC IDIQ) provides production support for the repair, maintenance, and modernization of all in-service submarines across four public shipyards, Trident Refit Facilities at Kings Bay and Bangor, Naval Submarine Base New London, and Naval Base Point Loma. The scope of work includes discrete and non-discrete production, component repairs, and technical support, specifically covering preservation, structural and non-destructive testing, electrical services, and engineering support. The contract is divided into three requirements: Requirement 1 focuses on SSN availabilities; Requirement 2 covers SSBN and SSGN availabilities at designated maintenance facilities; and Requirement 3 focuses on SSN availabilities at specific bases. Work is further categorized into Lot 1 for critical systems, requiring specialized capability and capacity, and Lot 2 for non-critical systems, which the Navy intends to procure as a Small Business Set-Aside. Notably, the contract explicitly excludes any work related to SUBSAFE, fly-by-wire, or deep submarine systems. The contract has a total maximum value of $2,685,929,000, with a base period ending September 1, 2030, and three option years extending the final delivery date to September 30, 2033. Award eligibility is based on achieving an Acceptable rating in technical capability, past performance, and small business participation, with price serving as a factor only at the individual delivery order level. Contractors must maintain a quality management system adhering to ASQ/ANSI/ISO 9001:2015 and comply with strict security protocols, including the National Industrial Security Program and NIST 800-171 for cybersecurity. Invoicing is processed electronically via the Wide Area WorkFlow system, and the Navy utilizes rolling admissions to allow for the annual addition of new contractors to the MAC IDIQ.

Multiple-award contract indefinite-delivery indefinite-quantity (MAC IDIQ) for discrete production, non-discrete production and other production work to support Navys four public shipyards, Trident Refit Facilities (TRFs) at Kings Bay and Bangor (TRFKB and TRFB), Naval Submarine Base New London (SUBASE New London) and Naval Base Point Loma (NBPL) in accomplishing repair, maintenance, and modernization of all submarines. The initial solicitation N00024-25-R-4321 established a MAC IDIQ framework for procuring work during Chief of Naval Operations (CNO) availabilities on SSNs. This baseline capability is now designated as Requirement 1. This solicitation N00024-27-R-4320 provides for a rolling admissions period for Requirement 1 and also incorporates two new requirements designated as Requirement 2 and Requirement 3.Requirement 2 consists of procuring work during availabilities on SSBNs and SSGNs at designated Submarine Maintenance Repair Facilities. Participating locations include Norfolk Naval Shipyard (NNSY), Puget Sound Naval Shipyard (PSNS), Pearl harbor Naval Shipyard (PHNSY), Portsmouth Naval Shipyard (PNSY), Trident Refit Facilities (TRFs) at Kings Bay and Bangor (TRFKB and TRFB), Naval Submarine Base New London (SUBASE New London) and Naval Base Point Loma (NBPL). Requirement 3 consists of procuring work during availabilities on SSNs specifically at TRFKB, TRFB, SUBASE New London, and NBPL. Existing MAC IDIQ contract holders (Requirement 1) electing to compete for Requirement 2 and/or Requirement 3 shall submit a formal proposal in strict compliance with the solicitation requirements for each applicable requirement they seek an award of. The specific requirements will be defined at the delivery order level, and will encompass efforts such as preservation, structural/non-destructive testing, shipboard work, electrical services, component repair, and engineering support. Efforts include performing drydock submarine repairs, maintenance and alterations at NNSY, PSNS and IMF, PHNSY and IMF, PNSY, TRFKB, TRFB, SUBASE New London, and NBPL and performing the repair and restoration of select critical components. Offerors are not required to have their own drydock. Work would be performed under delivery orders anticipated to be completed among MAC IDIQ awardees over a base period ending on 1 September 2030 with three additional option years concluding on 1 September 2033, previously established under N00024-25-R-4321 if all options are exercised. The contract periods were established as follows: Base Period - Contract award through 1 September 2030; Option Year 1 - 2 September 2030 through 1 September 2031;Option Year 2 - 2 September 2031 through 1 September 2032; Option year 3 - 2 September 2032 through 1 September 2033.Any new awards made because of this Request for Proposal (RFP) will follow the same contract ordering period periodicity as provided above. The Navy will include rolling admissions provisions enabling the Navy to annually announcement an interim competition for the purpose of adding additional contractors to the MAC IDIQ. The Navy has categorized each of these requirements (1, 2 and 3) to be procured under the MAC IDIQ into two tiers: Critical (Lot 1) and Non-Critical (Lot 2), as defined as follows: Critical (Lot 1) requirements consist of efforts that involve critical systems. Due to the nature of critical systems onboard the submarine the likelihood that delays in completing the work associated with these systems will have a significant impact on the overall availability schedule, the Navy will require contractors to possess capability and capacity to meet technical requirements for critical systems to be eligible for Lot 1 scope. To complete this work, awardees are expected to have the knowledge, skills, and experience necessary to compete for multiple concurrent complex availabilities on critical systems. Critical systems (Lot 1), although not all inclusive, the following is a list of the most common critical systems. All systems listed imply areas of the system and equipment requiring work certifications that are not subject to special emphasis program controls (e.g., submarine safety program (SUBSAFE), fly by wire (FBW), deep submergence systems/scope of certification (DSS/SOC).Vertical Launch Systems (VLS)Ship control systems components Torpedo tube Bow planes Sonar Dome Large vertical array Shipboard hydraulics systems Normal fuel oil tank and systems Lube oil systems on-Critical (Lot 2) requirements consist of efforts that do not involve critical systems but may include systems and equipment requiring work certifications. Lot 2 scope is expected to require fewer specialized contractor capabilities, both in terms of personnel and equipment. The Navy intends to issue Non-Critical (Lot 2) efforts under a Small Business Set-Aside.All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.
