F&W, 2018 Munson Packman Boat Repower project
Solicitation # 2018 Munson Packman Boat Repower
The Confederated Tribes of the Colville Reservation Fish and Wildlife Department is seeking a factory-certified marine contractor to perform a complete propulsion repower and helm system integration on a 30 foot Munson Packman landing craft. The project involves a six-phase process including the decommissioning and removal of two existing Honda BF250A outboard engines, a structural assessment of the transom, and the installation of two new Honda BF250D Drive-by-Wire outboards. Key technical requirements include the installation of Honda iST electronic control heads at primary and secondary helm stations, integration with the existing NMEA 2000 backbone and SeaStar PA1315-2 Power Assist Steering system, and a full fuel system upgrade using USCG Type A1-15 lines. The project concludes with static diagnostics and a minimum two hour sea trial to validate performance and safety protocols. The selected contractor must be a Honda Marine Authorized Dealer or Service Center and provide a secure facility for vessel storage. Proposals are due by November 13, 2026, and will be evaluated based on a 100 point scale with significant preference given to Colville and other Indian Business Enterprises. Award criteria prioritize reliability and effectiveness over the lowest cost. Contractual requirements include a performance bond for awards exceeding 100,000 dollars or a 25 percent retainage, comprehensive liability and workers compensation insurance, and consent to the jurisdiction of the Colville Tribal Court. Payments are subject to the tribal appropriation process and the availability of funds in the tribal treasury.

Solicitation # N0016727Q1004
The Naval Surface Warfare Center Carderock Division (NSWCCD) is soliciting quotes for solicitation N0016727Q1004 to perform propulsor component machining for VIRGINIA Class propulsor devices. This firm-fixed-price contract is a total small business set-aside under NAICS 336611. The scope of work involves the fabrication of various piece parts, including body tubes, top caps, bottom caps, center masses, and shim rings. While the government provides raw materials for most components, the contractor is responsible for procuring mild steel ASTM A106 for the R4 shim rings. The period of performance extends from the date of award through July 18, 2027, with specific delivery dates for various line items requested by July 30, 2027. Award will be granted to the responsible quoter who provides a technically acceptable quote representing the best value, specifically the lowest evaluated price. Technical acceptability is determined on a pass/fail basis, and the government may consider past performance via the Supplier Performance Risk System (SPRS). Contractors must maintain a Quality Management System compliant with ANSI/ASQ/ISO 9001:2015 and meet CMMC Level 2 cybersecurity requirements. Deliverables include lot acceptance inspection results, certificates of conformance, and monthly progress reports. All parts must be cleaned with acetone and marked with unique item identifiers per MIL-STD-130 before being shipped to destinations in Bethesda, Maryland, or Kittery, Maine. Questions are due by November 4, 2026, and final quote packages must be submitted by November 12, 2026.
