4.1.1 Objective

The objective of this contract is to procure commercial shipyard services for the haul-out, blocking, and relaunch of the United States Coast Guard (USCG) 64-foot Aids to Navigation Boat (ANB) assigned to ANT Colfax. While the vessel is out of the water, ESD NOLA shall replace the existing fathometer system (including hull transducer and display/processing units as applicable).

4.1.2 Background

The ANT Colfax 64’ ANB requires an operational fathometer for safe navigation during its Aids to Navigation mission. The current system is inoperable, requiring a complete replacement that necessitates drydocking or hoisting the vessel out of the water to access the hull penetrations.

  • Task 2.2: Hull Cleaning (Optional/As Needed): N/A
  • Task 2.3: Existing Equipment Removal: ANT Colfax personnel will assist ESD NOLA with removal of old fathometer once boat is hauled. (Contractor’s responsibility is limited to providing safe shipyard access and support).
  • Task 2.4: Hull Preparation: N/A
  • Task 2.5: New Fathometer Installation: ANT Colfax personnel will assist ESD NOLA with replacement of new fathometer.
  • Task 2.6: Electrical Integration: ESD NOLA will assist or fix any electrical work needed.
  • Task 2.7: Relaunch: Upon completion of the installation and initial visual inspection, the Contractor shall lift and relaunch the vessel into the water. The Contractor shall leave the vessel in the slings/blocks in the water for a sufficient time to inspect the new hull penetration for any leaks before final release.

4.2.8 Government Furnished Equipment (GFE)

  • Fathometer System: The USCG ESD NOLA has the new fathometer system.
  • Vessel Delivery: USCG personnel will deliver the 64’ ANB to the Contractor’s facility and operate the vessel during sea trials.

4.2.9 Quality Assurance and Testing

  • Watertight Integrity Test: Prior to final acceptance, ANT Colfax and ESD NOLA will visually inspect the transducer hull penetration while the vessel is in the water to verify there is zero water ingress.
  • Operational Testing: Following relaunch, USCG personnel will conduct an operational test (Sea Trial) of the new fathometer system to ensure it powers on, reads depth accurately, and integrates properly without electrical interference.

4.3 Deliverables
