Indefinite Delivery/Indefinite Quantity (IDIQ), Painting for Various Locations at Commander Fleet Activities Yokosuka (CFAY) and Atsugi, Japan

The Naval Facilities Engineering Systems Command (NAVFAC) Far East plans to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract for painting construction services at Commander Fleet Activities Yokosuka (CFAY) and Atsugi, Japan. This contract will cover a wide scope of painting work including labor, management, supervision, tools, materials, equipment, and transportation, potentially involving repair, replacement, removal, reinstallation, and application of ultra-high-performance protective coatings. All work under this contract will be performed entirely within Japan, requiring contractors to be authorized to operate there and hold a valid construction license issued by Japanese authorities. The contract will not confer special status or certification under the U.S.-Japan Status of Forces Agreement (SOFA). The solicitation will be issued around April 7, 2026, with sealed bidding procedures employed to select the responsible offeror providing the best value based on price. The contract will have a five-year ordering period with an estimated total value between 5 billion and 10 billion Japanese Yen and a minimum guarantee of 1 million Yen. Individual task orders are expected to range from 1 million to 250 million Yen. Bidders must be registered in the System for Award Management (SAM) and submit bids electronically via the Department of Defense’s PIEE Solicitation Module.
