The contract is intended to develop and provide ongoing upgrades to the Naval Aviation Simulation Model (NASMOD) system utilized at Naval and Marine Corps Air Installations, as well as other Department of Defense (DoD) facilities. This is a sole source contract award under the statutory authority 10 U.S.C. 2304(c)(1) and Federal Acquisition Regulation 6.302-1, meaning the government has determined that only one responsible source, ATAC Corporation of Sunnyvale, CA, can fulfill the requirements due to the highly specialized nature of the NASMOD system. The contract is a follow-on effort to continue the development and enhancement of NASMOD, aiming to avoid unnecessary duplication of cost and effort that could result from engaging a different contractor. The notice explicitly states that this is not a solicitation for competitive proposals but rather a notification of the government's intent to award without competition. Interested parties were given an opportunity to submit inquiries by a specified deadline, with the government reserving the discretion to decide whether to pursue a competitive procurement based on the information received. The contract will be managed by NAVFAC LANT, based in Norfolk, VA. The acquisition falls under NAICS code 541330 and focuses on providing specialized services essential for the effective operation and evolution of NASMOD in support of aviation simulation needs within the Navy and Marine Corps.

Any inquiries regarding this procurement may be submitted via email to Lisa Sumpter at contact@example.gov not later than 24 November 2009, 4:00 p.m. EST.
