The East of England NHS Collaborative Procurement Hub is establishing an open framework under the Procurement Act 2023 to modernize the independent investigations supply market. This framework is designed to support NHS England independent investigation teams, national commissioning teams, and authorized NHS commissioners in conducting system-based investigations, assurance reviews, and learning responses. The procurement is structured into six distinct lots, including specialist advisor roles such as investigation leads, clinical subject matter experts, and patient/family liaisons, as well as quality governance, thematic, pathway, and safety action reviews. The total estimated value of the framework is 20 million GBP excluding VAT, with an initial performance period from April 1, 2027, to March 31, 2029, and a possible 12-month extension to March 31, 2030. As part of an open framework series, the maximum term extends to March 31, 2035. Awards will be based on a weighted evaluation of technical quality at 60 percent, price at 30 percent, and sustainability and social value at 10 percent. Call-offs from the framework may be conducted either with or without further competition. All tender submissions must be managed through the Atamis e-tendering portal by the deadline of December 16, 2026.
