H930--Generator Preventative Maintenance
Solicitation # 36C24727Q00380001_1
The Department of Veterans Affairs, through the VISN 7 Network Contracting Office, is soliciting a contract for preventive maintenance inspection and servicing of twelve emergency generator units at the Carl Vinson VA Medical Center in Dublin, Georgia. This is a total set-aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The scope of work requires the contractor to provide all labor, tools, equipment, and materials, including lubricants, coolants, filters, and gaskets. Maintenance is divided into two levels: Service Level I, performed semiannually, and Service Level II, performed annually. Level II service must include annual load bank testing for each generator, consisting of a four-hour step-loading process. All work must meet or exceed NFPA 110 standards and comply with the facility's Vendor Control for Equipment Maintenance memorandum. The contract structure consists of a one-year base period with four subsequent twelve-month option years. Award will be granted to a responsible SDVOSB offeror based on the most advantageous offer, considering the lowest price, demonstrated technical capability, and a satisfactory past performance record with at least one relevant reference. Technical proposals must provide a detailed demonstration of understanding the Statement of Work rather than simply paraphrasing the requirements. Payments will be made semi-annually in arrears via Electronic Funds Transfer. The contractor is also required to provide Safety Data Sheets for all chemicals used and must adhere to strict subcontracting limitations, ensuring no more than 50 percent of the government-paid amount is paid to firms that are not certified SDVOSBs or VOSBs.

CONTRACT NUMBER: FA4610-15-P-0018 DESCRIPTION: NOTICE OF INTENT TO AWARD SOLE SOURCE The 30th Contracting Squadron (30 CONS) at Vandenberg AFB, CA intends to extend the existing Industrial Equipment Maintenance contract, with Emrick Machine Tool Rebuilding Inc., on a sole-source basis from 01 Mar 2020 through 30 Sep 2020. (Reference FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). The Government contemplates the proposed extension to consist of one (1) six (6) month option award for the period of 01 Mar 2020 through 30 Sep 2020. Emrick Machine Tool Rebuilding Inc. currently performs requirements for Industrial Equipment Maintenance Services under contract FA4610-15-P-0018. 30 CONS is working to award a new Industrial Equipment Maintenance Services requirement and a competitive acquisition is currently underway. A solicitation for the new requirement will be available on the beta.SAM.gov Contract Opportunities website on or around 31 Mar 2020. It is anticipated an award will be made during the month of October 2020 timeframe or sooner. The requirement is for Industrial Equipment Maintenance Services for the 583rd Missile Maintenance Squadron (583rd MMXS) at Vandenberg AFB, CA. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other terms and services necessary to provide quarterly maintenance for the following pieces of equipment: CLIN Description: Quantity: 5001 Engine Lathe Model 1710 4 EA 5002 Bridgeport Milling Machine Series II 4 EA 5003 Kearney & Trecker (Milwaukee), Model 205 4 EA 5004 Bariola Shearing Machine 4 EA 5005 Rolshear, Inc. (Forming Machine) 4 EA 5006 Betender Press Brake, Model 6-95T 4 EA 5007 Pirahna Ironworker, Model PII88 4 EA 5008 Delta Sander beUdisc, Model 31-735 4 EA 5009 Scotchman Saw, Model 350LT/PK/PD 4 EA 5010 Belt Sander, Model VH-6WP, SIN 6487 4 EA 5011 Marvel Bandsaw, Series No.8 Mark II 4 EA 5012 Sling Cable Pull Tester, Fixture 4 EA 5013 Quick Turn Nexus 350my2ky 60" mazatrol 4 EA 5014 Vertical Center Nexus 700d/40-ii ky 4 EA Equipment maintenance tasks shall include the following: 1. Check oil levels and refill as necessary. 2. Inspect belts, motors, lubrication systems and way wipers. 3. Make minor adjustments and/or repairs. 4. Tests operate equipment, check all speed and gear ranges. 5. Measure the backlash on all screws and nuts. 6. Send a written report pertaining to the condition of the equipment indicating any repairs, as necessary. Equipment maintenance does not include repair or replacement of major equipment components (e.g. compressor, engine, motor, etc). If repair or replacement of a major component is required, the Contractor shall notify the Contracting Officer and submit a cost proposal for the repair/replacement. These types of repairs will be handled on a case-by-case, reimbursable basis (there are no guarantees the Contractor will be awarded any additional repair projects). Technician(s) performing work shall be appropriately certified/licensed to perform work on the equipment. Technician(s) shall also possess at least three (3) years of recent, specialized experience servicing industrial machinery. The loss of Industrial Equipment Maintenance Services poses an immediate risk due to its impact on launch support operations. Failure to provide this support would seriously affect 583rd MMXS operations and the unit's ability to support Missile Suspension System (MSS) and launcher closure door refurbishments for all active missile silos across the Air Force. The time it would take for a new contractor to get on board to perform these same services would result in substantial duplication of costs to the Government that are not expected to be recovered through competition. Additionally, it would create unacceptable delays in fulfilling the agency's requirements because of the potential break in service thereby negatively affecting depot level support for the Minuteman Weapon System here at Vandenberg AFB as well as other installations across the Air Force. Emrick Machine Tool Rebuilding Inc. currently holds all required certifications and clearances required to perform required services; is familiar with established processes and procedures; and is otherwise eligible for contract award under all applicable laws and regulations. Therefore, 30 CONS intends to execute this action as a sole-source award to Emrick Machine Tool Rebuilding Inc which is the only company capable of adequately providing Industrial Equipment Maintenance Services to Vandenberg AFB in a timely manner, without a break in service, and with minimum impact to mission support operations. The closing date and time for any responses to this proposed contract action is 30 Jan 2020 at 1:00 PM PST. Written responses to this notice of intent shall be sent to the attention of Virgie Daniels, Contract Specialist, at virgie.daniels@us.af.mil and courtesy copied to Lucille Ngiraswei, Contracting Officer, at lucille.ngiraswei.2@us.af.mil.
