Description


The U.S. Department of Transportation, Federal Aviation Administration is seeking competitive lease proposals for industrial flex space in Support of Federal Aviation Administration field operations. 


  • Delineated Area: 
    North: E Leverett Road
    East: IL–130
    South: County Road 700 N
    West: S Staley Road

Buildings that have frontage on the boundary streets are deemed to be within the delineated Area of Consideration.  Buildings outside of the search area will not be considered. 



  • Lease Term: 10 years (see Government termination rights in the draft lease paragraph TERMINATION FOR CONVENIENCE)

  • 24-Hour Access: The FAA requires access to the space 24 hours per day / 7 days a week.
    Loading Dock: If the space offered is above ground level, the FAA requires a freight elevator that can accommodate small cart to transport supplies, records, etc.
    HVAC: The FAA requires dedicated 24/7 HVAC operation in IT and LAN room. Temperature in the IT and LAN room is per OSHA requirements.
    Overtime Utilities: The FAA requires utilities to be available when personnel are working within the space.
    Ceiling Height: Admin and shop space is the standard 9'ft.

The Government requires 10 overnight parking spaces for GOVs.  They may need to be secured depending on FAA security inspection and crime cast score and 15 general outside parking spaces, reserved for the exclusive use of the
Government. Offeror must include the cost of this parking as part of the rental consideration.  The Offeror should include a building space and parking plan indicating the location for the overnight GOV parking and general parking spaces reserved for the Government’s use. 
 


  • Facility Security Level (FSL): I (minimum)
    • The Building must have an acceptable crime cast score as provided by FAA security.  Buildings in high crime areas will not be considered. 
  • Operations
    • Hours: 6:00 AM – 6:00 PM (with potential extension to 8:00 PM)
    • Days: Monday–Friday

The Government will not be amortizing Tenant Improvements (TI) as part of this procurement. The Government will reimburse the successful offeror for all tenant improvement costs within 90 days of substantial completion.  The successful offeror will be required to fund this build out with no progress payments or any intermediate payments. 


The Government will confirm availability of funding for estimated total build out costs prior to lease award.  This amount will be adjusted after Design Intent drawings have been approved by the Government, before the project is bid for construction and prior to any notice to proceed with Tenant Improvements. 


Evaluation


  • Evaluation will be lowest-priced, technically acceptable, based on the lowest overall cost to the Government including but not limited to: total rent costs over 10 years, estimated build out costs reimbursed by the Government, estimated security costs paid by the Government as part of T/I reimbursement.
  • If requirement details shift post-evaluation, the Apparent Successful Offeror may withdraw without penalty.  This award is not finalized until a fully executed lease agreement has been signed by the Offeror and the Real Estate Contracting Officer on behalf of the US Government.  

How to Offer


Please review the SFO Section 2 on How to Offer.  The preferred method of response is email and electronic PDF but we will also except hard copies at our office address.  There is no need to submit both an electronic and hard copy version.  


Offers received after the closing date and time will not be accepted. In the event of a Government shutdown that impacts FAA operations the deadline for responses will be extended once the shutdown has ended. 


Important Notes


  • Please familiarize yourself with the terms of the FAA lease as the lease template varies slightly from the standard GSA template.  Please note there is no firm term commitment included with this lease.  Do not submit an offer and make assumptions that the FAA will renegotiate any lease terms if you are the apparent successful offeror.
  • The FAA is not accepting offers for build to suit opportunities, this must be an existing building.
  • The FAA is not accepting offers from individuals or entities that do not currently own the building and are attempting to secure an FAA lease award and then purchase or lease the building.  You must be the current owner of the building or a brokers representative of the existing owner.  If the FAA determines that you are not the building owner or a proper broker reprehensive for the building owner your offer will be immediately disqualified.  
  • You must be able to fund the FAA’s build out and tenant improvements.  The FAA will reimburse the successful offeror within 90 days of substantial completion with a lump sum payment for all tenant improvements.   There will be no progress or partial payments.  You will be required to submit sufficient proof of financial ability to complete the build out. 
  • The FAA will not consider buildings in high crime areas, even though they might be in the search area.  The building must have an acceptable crime cast score, generally below 200.   The building must pass an FAA Security inspection prior to lease award. 
  • The apparent successful offeror will be required to submit the following environmental tests prior to lease award.  Water test, Radon test on the first floor and any areas below grade, an asbestos report on any asbestos contained in the building, a certification of seismic compliance if the area of the country is a known seismic hazard area.  
  • Under no circumstances will the FAA reimburse any expenses incurred for the cost of responding to the Solicitation for offers. This includes the successful offeror and all non-successful offerors.
