Sources Sought Notice


PanTeXas Deterrence, LLC (PXD), the Management and Operating (M&O) Contractor for the U.S. Department of Energy / National Nuclear Security Administration (DOE/NNSA), is conducting market research to identify qualified commercial developers interested in providing a new administrative facility in Amarillo, Texas under a long-term operating lease.


This Sources Sought Notice is not a Request for Proposal (RFP) and does not obligate PXD or the Government. No reimbursement will be provided for responses.


1. Background


The Pantex Plant, located northeast of Amarillo, Texas, is a production agency within the Nuclear Security Enterprise (NSE) managed for NNSA by PXD. Due to ongoing workforce growth and mission expansion, a Pantex-specific office space facility is necessary to support mission execution, address workforce expansion, and align with long term site planning goals.


2. Purpose of This Notice


PXD seeks market feedback from qualified firms capable of:


  • Office facility design;
  • Development and acquisition of a siting and land acquisition strategy;
  • Financing, construction, and ownership of the office facility;
  • Leasing of the proposed facility; and
  • Operations/maintenance support.

The project will use a phased procurement approach: Phase 1 for design and Phase 2 for construction and lease execution.


3. Preliminary Facility Requirements


PXD anticipates a modern, energy efficient facility sized to support 425–450 personnel, with the following components:


Workspace


  • 105–115 hard walled offices, minimum 100 sq ft each
  • 315–325 cubicles, minimum 48 sq ft each
  • VOIP telephones, internal hardwired unclassified network, building-wide public address system, building-wide WiFi Communications

Meeting & Collaboration Space


  • Eight conference rooms (large/mid/small mix)

  • Auditorium for 200–250 personnel

Support Areas


  • Efficient breakroom space
  • File and supply storage
  • Printer/plotter zones
  • Restrooms, lactation room
  • IT/telecom rooms

  • Mechanical, electrical, lobby, and other building support spaces

Parking


  • Sufficient parking for 425-450 personnel

Optional Elements


  • Up to a 100,000 sq ft warehouse with additional parking

4. Site Considerations


Site must be at least 17 miles from Pantex and located within Amarillo near restaurant options and other commercial businesses. Interested parties should be capable of siting exploration and recommendation.


5. Security & Emergency Operations


Unclassified access control and emergency operations continuity required.


6. Requested Information


Respondents should provide: company qualifications, summary of firm capabilities, past comparable projects and performance, secure facility and federal experience via the attached questionnaire.
