AI Contract Overview
This contract is a firm-fixed priced, small business set-aside requirement under NAICS code 541620 for industrial hygiene surveys at seven Army National Guard maintenance facilities in North Carolina, with a performance period from July 1, 2026, to December 30, 2026. The contractor is responsible for providing all personnel, equipment, tools, materials, supervision, and quality control necessary to conduct comprehensive industrial hygiene surveys that identify, evaluate, and recommend controls for workplace health hazards affecting both civilian and military employees. Surveys must be performed in accordance with tiered timeframes—three full days for Tier 1 facilities and two full days for Tier 2—with detailed sample strategy plans covering processes such as welding, painting, blasting, and ventilation evaluations. Deliverables include signed PDF reports addressed to each facility’s shop supervisor, appendices containing noise dosimetry, lab results, and 8-hour TWA calculations, and individual notification letters to employees exposed to noise or contaminants, all formatted per specified exhibits and templates. Personnel conducting fieldwork must hold either a relevant science or engineering degree with three years of ARNG facility experience or be a Certified Industrial Hygienist by the Board for Global EHS Credentialing. Contract performance is governed by strict quality control and assurance protocols, including a Quality Control Plan requiring prior written approval for any changes and adherence to defined Acceptable Quality Levels, such as 100% compliance for site scheduling with only a 0.5% failure threshold and 3% for notification of survey dates. Invoicing must occur electronically via Wide Area Workflow with designated DoDAACs for payment processing, and the contractor must designate a Contract Manager and alternate to coordinate through the Contracting Officer’s Representative. All proposals must comply with stringent submission requirements: unpassword-protected files, virus-free submissions, no classified data, and organization into three volumes covering technical understanding and execution plan, detailed pricing for each of the seven CLINs, and past performance on similar projects within the last three years. The evaluation will be based on a streamlined trade-off analysis focused primarily on past performance, with recent experience weighted more heavily. The contract incorporates FAR clauses addressing labor standards, equal opportunity, veteran and disability inclusion, anti-trafficking measures with Alternate I, cybersecurity via NIST SP 800-171 requirements for CUI, the Buy American Act, and prohibitions on Kaspersky, inverted corporations, and certain telecommunications equipment. The acquisition is restricted to small businesses under
