Industrial Water Treatment Services

The Department of Veterans Affairs, through its Veterans Affairs Central California Health Care System in Fresno, California, is soliciting industrial water treatment services under solicitation number 36C26126Q0875 for a five-year period from August 15, 2026, to August 14, 2031, with a base year extending through August 14, 2027. The contract requires comprehensive chemical treatment and technical services for multiple water systems including three 600-ton, one 300-ton, and four 25-ton cooling towers in Building 22A; two 15-ton cooling towers in Building 27; three 300 HP steam boilers with associated distribution and condensate systems; a 1,500-ton secondary chilled water loop; and thirteen closed-loop heating/cooling water systems. The contractor must supply all necessary chemicals, test kits, reagents, corrosion coupons, biological dipslides, and instructional materials, while strictly prohibiting the use of chelant-based chemicals and those containing hexavalent chromium or mercury. Performance standards mandate steel corrosion rates below 2.0 mils per year and copper corrosion rates below 0.2 mils per year, with water quality parameters maintaining compliance at least 90 percent of the time. The contractor must operate or maintain a contract with a state-certified laboratory supervised by a Professional Chemist and provide comprehensive training to boiler plant personnel via written, oral, and demonstration formats. All chemical containers must be labeled with complete content information, be returnable, and remain the contractor's property; containers with missing labels will be removed from site.
