Solicitation # N683326R1085
The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst intends to award a sole-source contract to Lockheed Martin for the procurement of Peculiar Support Equipment (PSE) required for the KC-130J Program, specifically supporting the C-130 Kinston Depot project, Kuwait Foreign Military Sales, and In-Flight Refueling efforts. The requirement includes a wide array of specialized tools, dollies, sling assemblies, and adapters, such as radome slings, engine removal tools, and hydraulic gage sets. Several items are designated as Critical Safety Items (CSI), including the Sling Assembly (P/N: 3400961-9) and the Radome Sling (P/N: 404058-1), while others, such as the Cradle Assembly (P/N: 3401197-1), are classified as Critical Application Items (CAI). Lockheed Martin is identified as the sole responsible source and Original Equipment Manufacturer (OEM) because they own the proprietary design and manufacturing data rights and have no authorized distributors. This procurement is being conducted under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.103-1. While the government intends to proceed with Lockheed Martin, it will consider alternate offerors who submit a comprehensive Source Approval Request (SAR) package within fifteen days of the synopsis publication. To be considered for evaluation, interested parties must provide detailed documentation, including configuration drawings, process/operation sheets, purchase orders for similar items, comparative analyses, and inspection method sheets. The deadline for receiving responses is August 25, 2026, at 4:00 PM Eastern Time. Registration in the System for Award Management (SAM) is mandatory for any potential respondent.

Industry Feedback Progressive Design-Build with Other Transaction Authority Process - Tyndall AFB HVAC FSRM Projects
Solicitation # TYNDALL_AFB_RFI_FOR_OTA_WITH_PDB_HVAC
This is a Request for Information issued by Tyndall AFB, Florida, to gather market intelligence and industry feedback for a planned Fiscal Year 2027 effort to execute Progressive Design-Build for Facilities, Sustainment, Restoration, and Modernization HVAC replacement projects using Other Transaction Authority. It is not a solicitation or request for proposals, and no contract award is being made at this stage. Participation is voluntary, there is no reimbursement for preparation costs, and responding will not affect a firm’s ability to compete later if a formal solicitation is released. The stated purpose is to help the Government understand the interested industrial base, with a noted small business size standard of $19 million for market research purposes. The work described involves replacing end-of-life HVAC components in multiple buildings, including full system replacement of air handlers, compressors, suction pumps, chillers, and control systems to restore reliable environmental control. The acquisition approach uses a progressive design-build model, where a design-builder is selected based on qualifications and technical approach, then collaborates with the Government through design and preconstruction to establish a guaranteed maximum price before construction begins. The announcement includes draft agreement articles and an industry questionnaire, and feedback is intended to refine those documents and inform the final acquisition strategy. Responses must be emailed to Bernard Husted and Tanya Gutka by 12:00 PM CDT on August 28, 2026, and vendors are asked not to submit proprietary or sensitive information.
