The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), and Office of the Chief Information Officer (OCIO) will host an Industry Day for the ORBIT IDIQ.

Program Overview: 
To better reflect our mission-focused objectives and the integrated, agile nature of our future operations, the contract vehicle formerly known as SWIFT has been rebranded as ORBIT: Outcome-Based Rapid Business Integration and Technology. ORBIT provides a flexible, future-ready framework that will allow us to deliver integrated solutions with the speed and agility our mission demands. We look forward to leveraging this vehicle to drive organizational success and adapt to the challenges of an evolving operational environment. 


Strategic Context: 
While our original SWIFT IDIQ successfully established a foundation for rapid task initiation, our mission requirements have matured. We are now moving beyond siloed, platform-specific tasking to a model focused on continuous assembly, integration, and improvement of technical capabilities across the existing ICE environment. The name ORBIT represents this next stage of our technological maturity—a framework where Super Intelligence (SI), data, platforms, and collaboration are not managed in isolation, but are strategically integrated to support ICE’s broader operational mission. 


Key Program Pillars: 


  • Align. Integrate. Deliver.: Our new tagline reflects our focus on ensuring technology is seamlessly integrated to drive measurable mission outcomes. 


  • Outcome-Based Delivery: We are shifting from static, manual oversight to dynamic SLAs tied directly to delivery and measurable business results. 


  • Integrated Functional Streams: The ORBIT domain model organizes our work around mission functional streams (e.g., Mission Platforms, SI/Automation, Enterprise Data, Digital Experience, and Portfolio Integration), resolving previous scope ambiguities and reducing fragmented task orders. 


  • Commitment to Continuity: A core objective of this transition is to preserve the continuity of our existing IT landscape. ORBIT fully incorporates the scope for Operations & Maintenance (O&M) and ongoing enhancement activities for all products established under the legacy SWIFT vehicle. 


Moving Forward: 
The transition to ORBIT represents a refinement, not a wholesale replacement, of our enterprise vehicle. We are preserving the core strengths that make our current IDIQ successful—including ICE OCIO management, enterprise IT scope, multiple-award competition, and task-order flexibility—while fundamentally enhancing our ability to govern and integrate complex technical dependencies.

  • Purpose: ICE will communicate information to industry on the ICE mission, the future goals of ORBIT, and provide transparency and insight on planned procurement activities. The event will include dedicated time for industry networking before and after the government presentation. 


  • Date: Thursday, October 29, 2026 


  • Timeline: To Be Determined (TBD). All times are Eastern Daylight Time. 


  • Location: This event will be held in-person and virtually.  


    • In-Person: Arlington, VA 22202. 

    • Virtual: Microsoft Teams. The virtual access link is TBD.
