AI Contract Overview
The Federal Aviation Administration is conducting a market survey through an Industry Day notice to gather input from potential vendors for the modernization of the New York Terminal Radar Approach Control Facility (N90) located at 1515 Stewart Avenue, Westbury, NY. This pre-solicitation activity is not a request for proposals but is intended to assess industry interest, evaluate technical capabilities, and determine the optimal procurement strategy, including contract type, with the FAA currently considering either a Firm Fixed Price or Firm Fixed Price with Economic Price Adjustment structure. The project, classified under NAICS code 236220 with a size standard of $45 million, has an estimated contract value between $35 million and $45 million and follows a Design-Bid-Build approach. The scope is extensive, encompassing the modernization of the 7,500-square-foot Operations Room critical to National Airspace System functions, including asbestos abatement, HVAC and electrical system replacements, installation of a raised floor, fire suppression, and acoustical upgrades, alongside facility-wide renovations such as elevator refurbishment, bathroom expansions with showers, new finishes and furniture, and fire alarm and HVAC control system updates. External site work includes replacing three trailers with a new 4,900-square-foot building, expanding the wellness center, adding a covered walkway, paving gravel parking areas, and installing new asphalt pathways. The work must be carefully phased to ensure uninterrupted 24/7 air traffic operations, with significant portions required during off-hours to minimize disruptions. Contractors must demonstrate financial capability and past performance as a prime on similar large-scale, high-activity 24/7 projects like hospitals, airports, or data centers valued at $35 million or more. Key personnel requirements include a Project Manager, Project Superintendent, Project Scheduler, Building Information Modeling Specialist, Safety Manager, Coordinating Engineer, and Quality Control Manager. Project Labor Agreements are mandatory, and all work must prioritize continuous NAS operations and the protection of life and property. Responses to participate in the Industry Day one-on-one meetings must be submitted by June 1, 2026, at 1700 ET to the designated FAA points of contact.
