USMMA Campus Modernization Program – Crowninshield/Cressy Pier
Solicitation # W912DS26S0042
The U.S. Army Corps of Engineers, New York District, is seeking industry input for the upcoming construction of the Crowninshield/Cressy Pier and Waterfront Building at the United States Merchant Marine Academy in Kings Point, New York, with an estimated cost of $100 million and construction slated to begin in early 2028. The project aims to replace the deteriorated remnants of the former Cressy Pier with a modern, fully functional waterfront facility that supports maritime training, including the launch and recovery of lifeboats, fire training, a SOLAS lab, and seamen ship operations, while also enhancing recreational opportunities for midshipmen and accommodating large-scale events like Fleet Week. Construction will occur within the controlled environment of the Academy, requiring meticulous planning to minimize disruption to ongoing campus operations, with all work adhering to DOT, IBC, GSA, and DoD UFC standards, and full compliance with accessibility requirements. The acquisition strategy is under evaluation, with three potential approaches under review: Integrated Design and Construction (IDaC), Design-Build to Budget, and Progressive Design Build, each offering distinct advantages in timing, cost control, and stakeholder collaboration. The government is seeking industry feedback on which method best supports design completion, constructability, schedule efficiency, and risk management, particularly in light of the project’s complexity and the need for early contractor involvement. The solicitation is being issued at 15% design, with a base contract for construction management and a future building construction option to be negotiated upon 100% design completion. Responses are needed on contractor and designer qualifications, bonding capacity, accounting system certifications, expected stipends, change management processes, and the feasibility of fast-tracking construction under the Progressive Design Build model. Feedback must be submitted by August 20, 2026, to inform the final procurement approach and ensure a competitive, well-informed solicitation in spring 2027.
