The contract pertains to the Cyber Solutions Cell (CSC), a vital element within AFLCMC/HN, co-located with the 24th Air Force in San Antonio, Texas. The CSC’s mission is to enhance acquisition responsiveness for validated cyber requirements by fostering collaboration between operational cyber customers and acquisition providers. It conducts ongoing market surveillance to stay informed of industry technological advances, focusing on supporting cyber needs identified by the 24th Air Force. These needs are documented in Cyber Need Forms (CNFs), which the CSC regularly shares with industry partners. Companies are encouraged to review these CNFs against their existing tools or services and respond with concise concept papers, including a Rough Order of Magnitude (ROM), outlining how their solutions could meet the requirements. Additionally, industry participants can submit information about relevant tools or capabilities not directly tied to CNFs to maintain awareness. If a concept shows potential, further interactions such as discussions with operators, demonstrations, or Industry Days may follow. This initiative is not a formal Request for Proposal or Request for Information, nor a solicitation for unsolicited proposals, but rather a mechanism to guide technology discussions between the government and industry. To participate in the CSC Industry Exchange, companies must provide points of contact with both unclassified and classified communication details, acknowledging that most CNFs are classified SECRET. The CSC does not accept phone calls or unplanned meeting requests, engaging with industry only after receiving a submitted concept paper. The effort is associated with NAICS code 541512 and is based in San Antonio, Texas, with designated points of contact available via email for correspondence related to this engagement.

The Cyber Solutions Cell (CSC) is a key component of AFLCMC/HN, which is co-located with 24th Air Force (AF) in San Antonio, Texas. The purpose of the CSC is to improve acquisition responsiveness for validated Cyber requirements. A major focus of the CSC is to improve collaboration between the operational Cyber customer and the acquisition provider. The CSC's priority is to conduct market surveillance to stay abreast of industry technological developments and trends. All 24th AF identified cyber needs are annotated on a Cyber Need Forms (CNFs). The CSC shall provide CNFs to industry on a regular basis. We request that industry evaluate the needs for applicability against a tool/service that their company has developed, and notify the CSC of potential solutions (part or all) through a one to five page concept paper including a Rough Order of Magnitude (ROM). In addition, if industry possesses a tool/capability that is not in a response to a CNF and a company would like the CSC to be cognizant of, please provide this information promptly to the CSC. We anticipate a particular concept could elicit further face to face discussions. If the solution seems to warrant merit then further discussions with the operators, possibly demonstrations or vectored Industry Days could follow. This is not a Request for Proposal or Request for Information process or a call for unsolicited proposals. The purpose of this notice is to simply try to vector technology discussions. Please provide the following information for your company to be included in the CSC Industry Exchange: 1. POC name(s) and UNCLASSIFIED email address(es). 2.
