Solicitation # 20161894
The Department of Homeland Security, U.S. Customs and Border Protection, is seeking quotes for the procurement of 15 untrained detection canines to support the Office of Training and Development. This is a 100% small business set-aside under NAICS code 112990, and the government intends to award a single firm-fixed-price purchase order. The canines must be delivered to the U.S. Border Patrol Canine Academy in El Paso, Texas, and must meet specific breed requirements, including German Shepherd, Dutch Shepherd, Belgian Malinois, Tervuren, or other approved working breeds. Eligible canines must be between 10 and 36 months of age and pass rigorous medical, physical, and behavioral evaluations, including testing for zoonotic diseases. The evaluation process follows a three-phase approach. Phase I is a pass/fail assessment based on breed conformance and an availability date within 60 days of the purchase order. Phase II utilizes a trade-off method considering open order status, past performance with CBP, and price. The top-ranked offeror from Phase II proceeds to Phase III, which involves a physical inspection and evaluation of the canines. The contractor is responsible for all transportation costs and must retrieve any canines that fail evaluation within seven working days. Payment will be processed electronically through the Invoice Processing Platform. Quotes must be submitted via email to the designated contract specialist by November 4, 2026.
