The United States Coast Guard’s Aviation Logistics Center intends to award a sole source Basic Ordering Agreement to Sikorsky Aircraft Corporation, the sole manufacturer of the Inertia Assy with National Stock Number 1560-01-316-3580 and part number 70550-22173-041, under CAGE code 78286. This action is justified under FAR 12.102(a) as the item is available exclusively from this original equipment manufacturer, and no competition is anticipated. The requirement is for 14 units with a requested delivery date of September 30, 2026, and delivery must be completed within 200 days of order receipt; early shipments are encouraged at no added cost to the government. The contract will be F.O.B. origin, with inspection and acceptance conducted by the Defense Contract Management Agency at the manufacturer’s facility. The NAICS code is 336413 with a size standard of 1,250 employees, and the small business set aside has been removed, making the procurement unrestricted. Although this is a notice of intent and not a formal solicitation, responsible parties may submit quotations by September 19, 2026, to the designated email addresses with the solicitation number in the subject line for consideration, though the government retains sole discretion to proceed without competition based on responsiveness and fair and reasonable pricing. Contracting officers will not consider or enforce certain standard representations and certifications normally required in SAM, including those in 52.212-3(d), 52.212-5(b)(33), (b)(34), (e)(1)(ix), (e)(1)(x), and Alternate II paragraphs (e)(1)(ii)(I), (e)(1)(ii)(J), as well as 52.213-4(a)(1)(vii), (a)(1)(viii). These provisions, though still listed in SAM, are irrelevant to this procurement and will not impact award decisions. Entities are not required to update their SAM registrations to remove these representations. The point of contact for inquiries and submissions is Adam Finnell and the MRR Procurement Mailbox, and all submissions must reference solicitation number 70Z03826QJ0000314. The contract will be executed under the existing Basic Ordering
