The United States Air Force Life Cycle Management Center, specifically the Special Warfare Program Office, is conducting market research through a Sources Sought Synopsis and Request for Information under solicitation FA8629-27-R-5005. The government is seeking to identify capable sources for a body-worn, modular tactical Signals Intelligence and Electronic Warfare system characterized by low size, weight, and power. The system must support full spectrum signals prosecution in adverse environments, including the ability to detect, identify, and direction-find threat signals while stationary or on the move. Key technical requirements include interoperability with Android S20TE and S23TE devices, connectivity via mesh networks, and electronic warfare attack capabilities with tunable output power. Objective goals include Mil-STD-810G compliance, operation between -30C and +55C, and support for advanced jamming techniques such as predictive and reactive hop-set jamming. This RFI is for informational purposes only and does not constitute a formal solicitation or a commitment to procure items. Interested respondents must submit a maximum 15-page response by 12:00 PM Eastern time on November 18, 2026. Submissions must include company identification, socioeconomic status, technical capabilities, and a rough order of magnitude cost estimate. The government also requires information regarding the ability to deliver two units within six months of an order and confirmation of compliance with the Buy American Act or Berry Amendment. Additionally, respondents must address compliance with FAR 52.219-14 regarding limitations on subcontracting and FAR 52.219-33 regarding the Non-Manufacturer Rule if the requirement is set aside for small businesses.

This contract pertains to the procurement of inertial navigation equipment for use by Foreign Military Sales (FMS) customer countries, specifically Germany (Case: GY-P-SCO) and the United Kingdom (Case: UK-P-JZX). The contract solicitation is issued by DLA Aviation at Philadelphia, under solicitation number SPRPA125QEC58, with a posted date of August 12, 2025, and a proposal deadline of December 10, 2025. The equipment to be supplied must consist exclusively of newly manufactured spares; refurbished, remanufactured, or repaired items are not acceptable and will result in the offer being deemed ineligible. Only FAA-certified suppliers able to provide FAA Authorized Release Certificates (FAA Form 8130-3 Airworthy Approval Tag) are eligible to participate, and only offers from government-approved sources or authorized distributors—with supporting documentation—will be considered. Key quality and compliance clauses are in place, including adherence to AS/EN/JISQ 9100 or equivalent quality standards and a warranty period of 12 months, with defect notification required within 45 days of discovery. Inspection and acceptance are to be conducted at the source, and relevant DLAD and DFARS clauses are incorporated by reference. U.S. Government unique identification marking requirements do not apply, as the assets are wholly owned by the FMS customer countries and will not enter the DoD supply chain; delivery will be to domestic U.S. freight forwarders for further shipment abroad. The contract includes standard payment procedures via Wide Area Workflow, equal opportunity and compliance stipulations, Buy American and trade agreement provisions, and value engineering incentives. The solicitation is considered a Critical Application Item, and the procurement is associated with national defense and emergency preparedness priorities. Drawings are not available for this solicitation, and inquiries or proposals must be submitted electronically to the designated point of contact.

This Solicitation is being issued under EAF Authority formally known as SEPA. This is a Critical Application Item (CAI). For items for which Government inspection and acceptance will be conducted at the source, DLAD clause 52.?-9004, Product Verification Testing, is incorporated by reference. DLAD clauses can be viewed at http://www.dla.mil/Acquisition/Pages/DLAD.aspx. As applicable, DFARS clause 252.242-7005, Contractor Business Systems, is incorporated by reference. Drawings are not available for this Request For Quote. Offerors are advised that offers received from sources which are not government-approved sources of supply will be deemed technically unacceptable, and therefore ineligible for award. Any distributors of approved sources MUST submit a copy of their authorized distributor letter, on the source letterhead, to the buyer point of contact indicated on the solicitation via email, at time of proposal submittal. All potential offers shall provide newly manufactured spares only. Refurbished, remanufactured, or repaired material will not be acceptable. Offers for such are ineligible for award. NAVSUP WSS Code N2 has determined that the requirements at DFARS 211.274 which mandates the use of DFARS clause 252.211-7003 "Item Unique Identification and Valuation" in all solicitations and contracts, be deleted from all non-CLSSA FMS spares requirements processed by NAVSUP WSS and DLA-Aviation. The affected parts are wholly owned by FMS customer countries, are not covered by a Cooperative Logistics Supply Support Arrangement (CLSSA), these same assets will be delivered to the customer country for their sole use. The IUID definition at DFARS 211.274-1 says IUID "is a system of marking, valuing and tracking items delivered to DoD." These spares are non-CLSSA FMS assets and will never be delivered to DoD. The assets are delivered to a domestic U.S. freight forwarder who is under contract by the FMS customer to ship the assets to the country of record. The FMS customer countries retain ownership of their parts throughout the asset's lifecycle. These parts will never be owned by the U.S. Government, and will never be entered into the DoD supply chain. Based on this, there is no need for these non-CLSSA FMS country assets to be specially marked for tracking by DoD. \
