Performance will be concentrated within the National Capital Region, with specific work locations including The Pentagon, Mark Center, Suffolk Building, International Point, and the National Declassification Center in College Park, Maryland, and contractor facilities must be located within 30 miles of the Pentagon. All responses must be submitted via email no later than 11:00 a.m. Eastern Standard Time on July 1, 2026, with a tailored capabilities statement not exceeding seven pages in Microsoft Word format. Proposals must include a synopsis of similar prior work, the company’s unique entity identifier and CAGE code, point of contact information, NAICS codes, and proof of an active Top Secret Facility Security Clearance with accreditation for Sensitive Compartmented Information. Respondents must also affirm their socioeconomic designations, including eligibility for small business, 8(a), HUBZone, service-disabled veteran-owned, women-owned, or economically disadvantaged women-owned small business categories. The contract mandates strict compliance with federal regulations including FAR Subpart 9.5 regarding organizational conflicts of interest, 5 U.S.C. 552 for FOIA/PA processing, the Paperwork Reduction Act, and data handling standards requiring DCSA-approved systems and DIA-accredited SCIFs. A Quality Control Plan must be submitted within 30 days of contract award and updated within five business days of any changes, with all deliverables subject to Government inspection under a Quality Assurance Surveillance Plan. Washington Headquarters Services (WHS) Acquisition Directorate (AD) is conducting market research to locate qualified, experienced, and interested businesses from “all” sources, including Other than Small Businesses, Small Businesses, 8(a) Small Businesses, HUBZone Small Businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses and Economically Disadvantaged Women-owned Small Businesses to provide Information Management and Information Access Support Services for the WHS - Executive Services Directorate (ESD).
Important Notice to Small Business Concerns: While not responding to this Sources Sought Announcement does not preclude participation in any future RFP if one is issued, it is highly recommended that all interested and capable firms respond to be considered during this market research and acquisition planning phase.
This Sources Sought Notice is being issued for market research purposes ONLY and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the requestor to acquire any products or services. This Sources Sought Notice is not a request for proposal (RFP) nor does it restrict the Government as to the final acquisition strategy. No contract will be awarded from this announcement. Currently no solicitation exists. Therefore, please do not request a copy of the solicitation. Responses in any form are not offers.
