The Centers for Disease Control and Prevention (CDC) publishes this notice in accordance with the requirements of FAR 5.301 along with the justification required at FAR 16.505(b)(2)(ii)(B). Pursuant to the authority of FAR 16.505(b)(2)(i)(C), this requirement is excepted from fair opportunity. The additional work is excepted because the order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract in which all awardees were given a fair opportunity to be considered for the original order. This opportunity was thus available only to the incumbent contractor. In accordance with FAR 16.505(b), no synopsis was required; rather, the Exception to Fair Opportunity, which exceeds the simplified acquisition threshold, is hereby posted within 14 days after the issuance of this modification. As a result of competition, Task Order #0028 was issued off of CIMS Contract #200-2010-37217 to Northrup Grumman Systems Corporation ("Contractor") on July 14, 2014. CIMS is a multiple award IDIQ task order contract that provides a broad range of information technology services to support the global health mission of the CDC. Under Task Order #0028, the Contractor provides complex IT information management support and consultation services for developing, implementing and maintaining software for the National Center for Emerging and Zoonotic Disease (NCEZID). These services include, and are not limited to, software development, systems and software deployment, systems operations, information management, and technology expertise skills, including the development of public health information systems for multiple target audiences. The period of performance for this task order is one (1) 12-month base period and four (4) 12-month option periods. The total aggregate maximum not-to-exceed ceiling was $42,127,288.00 for all performance periods. The principal place of performance is on-site at CDC in Atlanta, Georgia. For the reasons set forth in the Exception to Fair Opportunity posted with this notice, CDC modified Task Order #0028 on September 6, 2016 to increase the level of effort and include a limited change to the work statement for surge capacity so that the CDC can timely respond to the public health emergencies caused by the current Ebola, Zika and Antimicrobial Resistance crisis. The total aggregate not-to-exceed ceiling of Task Order #0028 was increased by $15,982,275.79 via Modification #00014. This notice is not a request for competitive proposals, nor is a solicitation available. This notice is provided to comply with the requirements of FAR 16.505(b)(2)(ii)(D). Any questions regarding this notice must be submitted electronically to Contracting Officer Abby L. Martin at wzo7@cdc.gov.
