Notice of Intent to Sole Source The U.S. Food and Drug Administration intends to negotiate and award on a sole source basis to Sumtotal Systems, Inc, under the authority 41 U.S.C. 253(c) (1), as set forth in FAR 6.302-1. The purpose of this acquisition is to procure Pathlore software licenses update from the Classroom version to the Enterprise version, associated maintenance and support, and implementation services to increase the functionality of existing Pathlore software. The period of performance for is for one year. The contractor shall provide the software upgrade licenses and software maintenance and support services to include, but are not limited to, the following: update and patches downloads for the software and technical (help desk) support available from 5:00am to 5:00pm (PST). The implementation services are to include, but are not limited to the following: conducting an onsite Pathlore configuration workshop, data review and consultation services, installation guidance, and learning management system configuration consulting services The NAICS code is 511210 and the size standard is $25.0M. This notice of intent is not a request for competitive quotations. However, any firm that believes it can meet these requirements may submit a written response via email to Debbie Hammond at the email address below by 10:00 am (EST) on April 25, 2014. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, the FDA will proceed with the sole source award to SumTotal Systems, Inc., of 1801 N Shoreline Blvd, Mountain View, CA 94043.
