The contract involves a sole source award to G2 OPS, Inc., a Woman Owned Small Business, to provide comprehensive Information Technology Service Management (ITSM) support within the Department of the Navy's Program Executive Office for Command, Control, Communications, Computers, and Intelligence (PEO C4I), specifically the Shore and Expeditionary Integration Program Office (PMW 790). The contract, structured as a Cost-Plus-Fixed-Fee arrangement, is aimed at developing and implementing a strategic ITSM approach for the design, delivery, governance, and continuous improvement of Command and Control (C2) services across a broad portfolio that includes PEO C4I systems, other Enterprise Information Systems, as well as Non-Navy shore systems. Key tasks include establishing structured processes and procedures for C2 as a Service, integrating ITSM across multiple Navy and Non-Navy organizations, mapping mission threads to technical system components, modeling current and future systems, analyzing Integrated Data Environments, and standardizing data management practices. The contract was set with an initial base period of twelve months and two additional twelve-month option periods, with a total estimated value under $4 million. G2 OPS was selected based on its unique qualifications and specialized expertise in C2 ITSM and Model Based Systems Engineering (MBSE), making it the only known Woman Owned Small Business capable of fulfilling all requirements. Although a notice of intent was issued, the procurement process was ultimately canceled in September 2019 because the work was completed under the existing contract, eliminating the need for a follow-on procurement. The acquisition adhered to federal acquisition regulations governing sole source awards to Woman Owned Small Businesses, with the government reserving the discretion to initiate competition if deemed appropriate.

Solicitation # CMDSAWARDEESONLY
This solicitation, issued by the Naval Information Warfare Systems under the Department of Defense, is restricted to CMDS MAC Awardees. The objective is to secure a contractor to provide enterprise-level IT solutions in support of Navy or DW operations. The government intends to award a hybrid contract consisting of Firm-Fixed Priced, Cost-Plus-Fixed-Fee, Level of Effort, and Cost-Only task orders. The award will be granted to the Highest Technically Rated Offeror (HTRO) with a fair and reasonable price, noting that technical factors are significantly more important than cost and no trade-offs between technical ratings and price are permitted. The evaluation process begins with two non-weighted gate criteria: verification of an active Top Secret facility security clearance and a review of corporate experience regarding recency, magnitude, and scope. Proposals that pass these gates are evaluated on technical factors, with the Technical Scenario Response being the most important, followed by the Staffing Plan and Personnel Matrix. Cost and price realism analysis will only be performed for the HTRO. Proposals must be submitted by November 6, 2026, and must include specific attachments such as a transition-in plan, corporate experience templates, and a signed Section K.
