Full Description

The purpose of this amendment is to attach the DRAFT ID/IQ performance work statement (PWS), two DRAFT task order requests and supporting attachments. The Treasury Department is seeking to obtain information and feedback on potential areas of improvement from industry (8(a)) regarding the proposed DRAFT requirement for the Application Support Services Contract (ASSC) initiative. As detailed in the DRAFT task order requests the Treasury Department is considering two major task orders. The first task order (draft task order 1) will be a 90 day transition effort and the second task order will be for the operation and maintenance of Treasury applications as detailed in DRAFT task order 2 and the supporting attachments. The base period of the ID/IQ will be six months with option periods that if exercised will extend the contract to 5 years. The Treasury Department anticipates incorporating two contract line items (CLIN) as follows: CLIN 1 - This will be a firm fixed price line item that will be the operation and maintenance of Treasury applications (draft task order 2). The RFP will require offerors to propose fixed prices to perform the SOW of draft task order 2 in the base period and each optional contract period. CLIN 2 - This will include hourly labor rates for any labor category required to perform additional tasks as detailed in the DRAFT ID/IQ PWS that may be ordered via a task order. Task order 1 will be issued against CLIN 2 and the RFP will require offerors to propose a fixed price to perform it. Vendors are equally encouraged to submit alternative recommendations that will enhance the success of this requirement and allow the Government to take advantage of advancements or industry trends. However, any comments regarding the DRAFT documents, pricing approach, which includes strategies for pricing future applications or consolidations (i.e. lines of code, number of users, etc...), or general improvements are hereby requested. Please note that the Treasury Department is not requesting or accepting proposals or executive summaries in response to this RFI. This primary purpose of this RFI is to assist the Treasury Department in refining this requirement and developing its acquisition strategies. This synopsis is for information and planning purposes only, and does not constitute a solicitation nor should it be construed as a commitment of any kind by the Government to issue a solicitation, provide a response to the submission, or award a contract. Please submit responses and comments to Brian Carper, Contract Specialist, at Brian.Carper@do.treas.gov no later than 4:00 P.M. EDT on September 8, 2008. Please note that questions will not be accepted or acknowledged.
