Information Technology Support Services (ITSS) Bridge Contract

The contract supports the ongoing operations and maintenance of the NOAA5009 Federal Information Security Modernization Act (FISMA)-moderate Local Area Network, which hosts the National Centers for Environmental Information’s (NCEI) critical environmental data archive—one of the largest such repositories globally, ingesting over 229 terabytes of oceanic, atmospheric, and geophysical data monthly from more than 130 sources. The contract is structured as a firm-fixed-price bridge task order for one year, covering the period from June 1, 2026, to May 31, 2027, following an exercised option that extends performance through May 31, 2026. The work is being awarded as a sole-source action to Alpha Omega Integration, LLC (AOI), the incumbent contractor, due to its unique, four years of institutional knowledge specific to NOAA5009’s complex systems, configurations, and data linkages, which are deemed irreplaceable and essential to avoid mission-critical disruption or technical failure. AOI is an SBA-certified 8(a) small business, and this contract is a 100% 8(a) set-aside, with formal coordination underway to secure a temporary release from the 8(a) program to justify the non-competitive award under FAR and GSAM authorities. Security requirements are stringent, enforcing compliance with FISMA-moderate controls and Executive Order 14028, and personnel must maintain ongoing access to secure federal infrastructure.
