Naval Information Warfare Systems Command (NAVWAR) and Naval Information Warfare Centers (NIWC) Atlantic and Pacific announce the Information Warfare Research Project (IWRP) Consortium Quarterly Industry Day hosted by ATI, the IWRP Consortium Management Firm, at the San Diego Convention Center on Tuesday, June 7, 2022. The event will include a Keynote from RADM Small, Commanding Officer, Naval Information Warfare Systems Command, IWRP program and consortium updates, technical briefs and one-on-one break-out sessions with scheduled IWRP Consortium Members. Technical briefs presented during the IWRP Consortium Virtual Industry Day will include a variety of information warfare research technology focus area topics. It is anticipated that the topics will be the basis of upcoming Requests for Prototype Projects (RPPs) to IWRP Consortium Members. This is not a Request for Prototype Projects, but for planning purposes only. A project will not be awarded from this announcement. In order to obtain more information regarding the below projects, you must be a member of the IWRP Consortium. For more information on becoming an IWRP consortium member, please visit https://www.theiwrp.org. The purpose of this announcement is to provide members of the IWRP Consortium, and industry in general, advanced notification of Government intent. The Government anticipates five (5) Requests for Prototype Projects (RPPs) for white papers, enhanced white papers or full proposals to be solicited via N65236-22-9-0001. RPP topics will include a technical brief and one-on-one break-out sessions. The RPP topics consist of the following: 1.22-LANT-1194 DLA Inventory Management: The government is seeking to prototype automated "smart warehouse" inventory management technologies. The prototype may include 5G, Internet of Things (IOT), Predictive Analytics with Artificial Intelligence (AI), Robotics, Modeling and Simulation, and Augmented Reality (AR). 2.22-PAC-1214 Project Overmatch Autonomy: Project Overmatch is creating a Naval Operational Architecture that can support the Distributed Maritime Operations concept. The goal is a seamless network that will leverage demonstrated progress in command-and-control in all domains and facilitate the manned-unmanned teaming of the future that would be required for future warfare. This contract effort is to support to use continuous real-world events to incrementally develop Project Overmatch's connective tissue for Autonomy (Unmanned). Events would use operationally relevant scenarios constructed in an incremental direction. This includes creating a pipeline that involves War-games, Experiments, Exercises, Unmanned Task Force (UTF), and Project Overmatch. 3.22-PAC-1216: PEO-MLB Data Services Framework: PEO-MLB Data Transformation Services (DaTs), Data Services Pillar is seeking a prototype custom solution to demonstrate that PEO MLB can be enabled to successfully manage a framework to support the diversity of data that exists amongst data producers and consumers. DaTS will implement a prototype of the DoN Data Domain Hub Infrastructure which can scale with the growth that PEO MLB anticipates in data volume, variety, and velocity across its managed data types. Our Data Services Framework solution directly aligns with PEO MLB's competitive position as a data-driven organization, offers common governance, and allows a mission-focused evolution of data architecture. 4.222-LANT-1233 Digital Technical Authority Assessment: The government is seeking to prototype a method to automate the application of manual technical standards checklists used to evaluate software applications during development. The prototype would partially or completely replace manual checklist assessments with automated knowledge that reviews software, artifacts and/or the Development Security Operations (DevSecOps) environment. 5.22-LANT-1234: Radio Access Network Replacement: The government is seeking to prototype a Radio Access Network that consists of communications hardware and protocols to connect to network infrastructure. The goal is design and replacement of 3rd Generation Partnership Project (3GPP) Universal Mobile Telecommunications System (UMTS) equipment which includes network functions that handle data transmission, quality of service, signal handover, and management and orchestration to the network. The Government will be presenting one (1) Technical Collaboration Exchange (TCE) which will include a short brief and round table discussions. The TCE topic consists of the following: Optical Character Recognition (OCR) Solution for Audiograms: The government would like an opportunity to discuss technologies or requirements to extract data from audiograms with graphs, handwritten text, and at least 100 different file templates/formats, and transform into queryable data. The proposed technical solution will extract data from at least 39,000 and up to 800,000 audiogram files and transform into queryable data. The solution will bulk process records and provide audiometric test keyword identification and automation.
