The Department of Commerce, National Institute of Standards and Technology, through the Center for Nanoscale Science and Technology, is seeking quotations for the procurement of an infrared camera under solicitation SB1341-13-RQ-0169. This full and open competition is conducted via simplified acquisition procedures under NAICS code 333314 for Optical Instrument and Lens Manufacturing. The equipment is required to detect and image short wave infrared light leakage in nanophotonic and optomechanical devices, with a primary wavelength focus between 1500 nm and 1600 nm and secondary interest from 900 nm to 1500 nm. To ensure high sensitivity for low levels of light leakage, the camera must support long integration times with low readout and dark noise power. The procurement process utilizes a best-value evaluation based on price, technical capability, and experience, with specific contract line items covering the camera and shipping. This combined synopsis and solicitation serves as the sole request for quotations, incorporating provisions and clauses effective through Federal Acquisition Circular 2005-65.

The Department of Commerce, National Institute of Standards and Technology (NIST), Center for Nanoscale Science and Technology (CNST) has a requirement for an infrared camera. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, IS UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-65. The associated North American Industrial Classification System (NAICS) code for this procurement is 333314- Optical Instrument and Lens Manufacturing. This is a full and open competition. BACKGROUND The CNST is a user facility that conducts various research experiments. This infrared camera is needed for detecting and imaging short wave infrared (SWIR) light leakage in optomechanical and nanophotonic devices. The primary wavelength range of interest is 1500 nm to 1600 nm. Other wavelengths are in the range of 900 nm to 1500 nm. High sensitivity measurement and imaging of low levels of light leakage are needed, necessitating operation at long integration times with low readout noise and low dark noise power. Multiple quotations are allowed. SEE ATTACHMENT FOR FURTHER DETAILS.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
