Initial Study No. 8022 and Classified Conditional Use Permit Application No.3700

Fresno County has approved Classified Conditional Use Permit Application No. 3700 and Initial Study No. 8022 for the construction and operation of an Agricultural Commercial Center. The project is located at 9077 E. Mountain View Avenue, identified as APN 393-101-34S, on the southeast corner of the intersection of W. Mountain View Avenue and S. Highland Avenue (State Route 43), approximately half a mile south of the Selma city limits. The development will occupy a portion of a 3.28-acre parcel within the AE-20 Exclusive Agricultural Zone District and consists of a convenience store and restaurant totaling approximately 7,058 square feet, along with fueling islands for trucks and automobiles. The project received official approval on July 24, 2025, following the preparation of a Mitigated Negative Declaration under the California Environmental Quality Act (CEQA). This declaration determined that there are no significant environmental impacts, provided that specific mitigation measures and a monitoring plan are followed. These requirements are mandatory conditions of approval, specifically addressing potential impacts related to noise and cultural or tribal cultural resources. The project is managed by the Fresno County Department of Public Works and Planning, with Jeremy Shaw serving as the primary planner.
