INL/Honduras: Polygraph Equipment

The U.S. Department of State, through the Bureau of International Narcotics and Law Enforcement Affairs (INL), is seeking capable vendors to support the Central America Regional Security Initiative (CARSI) by supplying, installing, and training personnel on twenty LX6-S 10-channel polygraph systems and associated equipment for the Honduran National Police. The procurement focuses on enhancing the vetting and certification processes conducted by the Police Technical Institute and the Preventive Confidence Control Center, aiming to improve the integrity and effectiveness of law enforcement screening in Honduras. The requirement includes a full suite of components such as USB HD webcams, activity sensor cables, vital parts kits, EDA electrodes, blood pressure cuffs, and other specialized accessories, all to be delivered under a Firm-Fixed-Price contract with a target completion date of October 2026. All equipment must be shipped FOB Destination to specified locations in Tegucigalpa and Comayagua, Honduras, with no partial shipments permitted unless authorized. Vendors must demonstrate proven technical capability to deliver brand-name or equal polygraph systems compliant with all federal and international standards, including adherence to the Trade Agreements Act, ITAR/AECA export controls, and ISPM 15 packaging regulations for international shipments. Proposals must confirm active SAM registration, a valid CAGE Code, and a Unique Entity Identifier, while also verifying the vendor is not barred from federal contracting. Essential non-negotiable requirements include on-site installation, system calibration, performance testing, and acceptance procedures in Honduras, along with comprehensive training for up to twenty HNP personnel—all provided exclusively in Spanish. Documentation, training materials, and technical support must be fully localized in Spanish, and a minimum one-year warranty must be included. Offerors must submit a five-page capability statement via email to the designated points of contact, addressing company details, socioeconomic status, past performance with similar government forensic or polygraph contracts, and explicit confirmation of compliance with all regulatory and in-country performance obligations. The government will evaluate submissions using a best-value tradeoff methodology, considering technical capability, past performance, and price, with failure to meet any pass/fail criteria resulting in disqualification.
