AI Contract Overview
The U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL), through the U.S. Embassy in Kingston, Jamaica, is conducting market research via a Request for Information (RFI) for the repair, refurbishment, and restoration of two Bearcat armored vehicles currently located in Kingston and operated by the Jamaica Constabulary Force's Specialized Operations/SWAT unit. This RFI is solely for acquisition planning under FAR 15.201(e) and is not a solicitation. The scope includes comprehensive diagnostics, mechanical and hydraulic repairs, electrical and lighting system remediation, camera and monitor system restoration or replacement, ballistic glass fitting, tire and run-flat installation, air conditioning servicing, door lock repairs, and provision of a jack system. All work is to be performed on-site at the JCF facility in Kingston by traveling technicians or supervised local partners with full accountability for quality, schedule, and deliverables. Vendors are expected to submit a Project Management Plan, detailed inspection reports, repair plans including Bill of Materials, various system-specific test sheets and reports, and final closeout documentation including warranties and maintenance recommendations. OEM or approved equivalent parts matching original protection and performance specifications, particularly for ballistic glass and tires, are mandatory. A mandatory coordinated site visit in Kingston will occur on April 29, 2026, with RSVP required by April 22. Responses to the RFI are due by May 20, 2026, and must be submitted via email to the designated Contracting Officer with a maximum 20-page response limit excluding cover and attachments. This market research effort emphasizes secure on-site performance with strict access controls, import/export compliance for repair parts, and coordination exclusively through designated points of contact to ensure transparency and fairness. No formal FAR clauses, contract type, or pricing data are included as this RFI does not constitute a solicitation or award. Future solicitations, if pursued, will require registered vendors with valid Unique Entity Identifiers (UEI) and SAM registration free of exclusion from federal contracting. The Government will perform joint acceptance inspections following contractor testing and validation, ensuring all work meets original equipment manufacturer standards, safety, and operational readiness before final approval.
