The U.S. Department of State, through the Bureau of International Narcotics and Law Enforcement Affairs (INL) at the U.S. Embassy in Bogotá, is seeking quotations for construction materials to support a security project at CENOP in San Luis Tolima, Colombia. This procurement is conducted as a combined synopsis and solicitation under FAR Subpart 12.6 using Simplified Acquisition Procedures, and it is issued as a firm-fixed-price purchase order. All interested vendors must submit their quotations via email by 4:00 PM Bogotá time on August 4, 2026, to two designated email addresses, with no late submissions accepted. The solicitation requires submission of a completed SF-1449 form, a detailed Price Schedule (Attachment A) in Excel format, a completed NDAA889 form in PDF format, and all required representations and certifications from Section 5, including an Organizational Conflict of Interest disclosure. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) approach, where technical compliance with specifications for each line item is a prerequisite for award, followed by price comparison. The Government reserves the right to inspect items prior to and after delivery, and accepts only products that are merchantable and fit for the intended use. In addition to contractual performance obligations, contractors must comply with a suite of mandatory FAR and DOSAR clauses covering whistleblower rights, trafficking in persons, cybersecurity, security prohibitions, payment
