Inland Feeder/San Bernardino Valley Municipal Water District (SBVMWD) Foothill Pump Station Intertie, Stage 1

The Metropolitan Water District of Southern California is soliciting bids for the Inland Feeder/San Bernardino Valley Municipal Water District (SBVMWD) Foothill Pump Station Intertie, Stage 1 project in Highland, California. The primary objective of this infrastructure project is to enhance water delivery flexibility during drought conditions by connecting the Inland Feeder and the Foothill Pump Station. The scope of work includes furnishing and installing approximately 2,150 linear feet of 54-inch to 66-inch diameter steel pipe and 200 linear feet of 144-inch diameter steel pipe. Additional requirements include the installation of large-diameter valves, 54-inch and 145.5-inch tie-ins, four surge tanks, two valve vaults, an air compressor yard structure, and various electrical, instrumentation, and control upgrades. The estimated contract cost is between 25 and 30 million dollars. The contract will be awarded to the lowest responsible bidder who demonstrates technical experience with large diameter steel pipes or valves of at least 48 inches. Performance is subject to two critical shutdown windows: the first from February 1 to April 30, 2028, and the second from November 1 to December 13, 2028. Bidders must comply with a Project Labor Agreement, prevailing wage rates, and the Build America, Buy America Act. Required submissions include a California contractor license, performance and payment bonds equal to 100 percent of the bid, and various federal certifications. Payment will be administered exclusively through the Department of Treasury Automated Standard Application for Payments (ASAP) system.
