The solicitation seeks an Inline UV-Vis Spectrophotometer with precise technical specifications including a wavelength range of 200–900 nm, wavelength accuracy of ±0.5 nm, spectral bandwidth under 2 nm, and read times of 2 seconds or less. The contract is awarded under a fixed-price structure with delivery to Argonne National Laboratory in Lemont, Illinois, under FOB Destination for domestic shipments and DAP for international. Acceptance occurs at the laboratory site, with title and risk of loss transferring only upon formal government acceptance. The contractor must ensure all equipment is genuine, unused, and free of counterfeit parts, sourcing only from original manufacturers or authorized distributors. Compliance with anti-counterfeit protocols, cybersecurity standards (NIST, ISO, SOC2, etc.), and whistleblower protections under DEAR and FAR clauses is mandatory. Contractors must hold a valid Unique Entity ID, and if applicable, certify their small business, university, or non-profit status. Financial reporting under the Service Contract Reporting Requirements applies, and any contract valued at $50 million or more triggers Cost Accounting Standards disclosure obligations.
