The Frederick County Adult Detention Center (FCADC) is soliciting proposals from qualified contractors for the installation and ongoing service of an inmate cable television system at two facility locations in Frederick, Maryland. The existing coaxial cable television distribution system serving the inmate population is to be upgraded to improve endpoint quality, protect assets, enhance control over channel access, and enable the capacity to produce proprietary programming and alerts. The contractor’s responsibilities include supplying labor, materials, and equipment necessary for system installation, commissioning, training, and acceptance. The contract emphasizes a best-value award approach that balances technical merit, price, and presentation, with a significant weighting toward the technical proposal. Relevant factors include the quality of the work proposal, contractor qualifications, schedule adherence, and proven experience on similar projects, followed by price evaluation and a final interview or presentation phase. Proposals must include comprehensive documentation demonstrating the firm’s ability to meet the project requirements and comply with applicable state and federal regulations. The contract incorporates strict security and operational protocols. Contractor personnel must pass detailed background investigations administered by the Frederick County Sheriff’s Office Corrections Bureau and adhere to rigorous controls while on-site, including restrictions on contraband, electronic devices, and movement within secure areas. All key personnel require vetting and approval, with specific dress codes and conduct standards enforced to maintain facility safety. The award will result in a negotiated contract with clear performance schedules, mandating a Notice to Proceed before work commencement. Inspection and acceptance of the installed system will be conducted at FCADC premises, requiring full compliance with specified technical and quality benchmarks, including certified coaxial system documentation and performance testing. Payment terms are net 30 days, with invoicing submitted in hard copy.
