The Innovative Finance and Asset Concession Grant Program, administered directly by the federal Department of Transportation, provides funding for capacity-building technical assistance and expert services for various transportation projects. Eligible initiatives include highway, transit, passenger rail, airport, and rural infrastructure projects, as well as certain port facilities and transit-oriented developments. The program utilizes competitive discretionary grants and cooperative agreements to support these infrastructure and transportation goals. Funding is divided into two primary categories: Technical Assistance Grants, which help public agencies build organizational capacity by hiring employees or procuring advisors, and Expert Services Grants, which fund advisors to explore public and private funding leverage for specific existing assets. While the program is currently closed and pending its next funding cycle, it remains a key resource for enhancing the financial and programmatic management of critical transportation assets.
