The Naval Research Laboratory intends to award a sole source contract to L-3 Communications Sonoma EO, Inc. for the inspection, validation, and upgrade of two Navy Stabilized Radiometer Platforms. These platforms utilize a coupled Inertial Navigation System-GPS pair to keep radiometers level during various flight maneuvers. The primary objective is to mature and harden the existing equipment to ensure they are sufficiently robust and reliable for routine flights and field studies. L-3 Communications Sonoma EO is identified as the sole source because the design and specific components of the platforms are proprietary. While the agency is moving toward a sole source award, other vendors may submit verifiable documentation demonstrating their capability to meet the requirements within 15 days of the synopsis publication. The project is associated with solicitation number N00173-12-R-WR03 and is designated for performance in Monterey, California.

NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMNET FOR UPGRADES TO STABILIZED RADIOMETER PLATFORMS. The Naval Research Laboratory (NRL) intends to award a contract on a sole source basis with L-3 Communications Somona EO, INC for inspection, validation, and upgrade of two Navy Stabilized Radiometer Platforms (STRAPs). The STRAPs utilize a self-contained, coupled Inertial Navigation System-GPS pair to actively maintain a set of radiometers in a horizontal and level position during flight (straight and level, as well as during maneuvers like turns, ascents and descents). NRL's requirement is the maturation and hardening of the two currently existing Navy Stabilized Radiometer Platforms to make them robust and reliable enough for use in field studies or routine flights. The design and some of the components in the STRAPs are proprietary to L-3 Sonoma EO. Vendors who feel capable of providing the services stated above shall fully identify their interests and submit written data or other verifiable documentation that demonstrates conclusively the capabilities of their proposed services to meet the stated requirements within 15 days after publication of this synopsis. Responses received after 15 days or without the required documentation will be determined non-responsive to the synopsis, and will not be considered.
