Mackin Engineers & Consultants (Mackin) has been contracted by the Pennsylvania Department of Transportation (PennDOT) to perform safety inspections of various overhead sign structures and wall structures located throughout PennDOT Districts 1-0, 2-0, 9-0, 10-0, 11-0, & 12-0 in western Pennsylvania. The inspections are scheduled to be performed at various times from October 2026 to July 2031. Mackin will require services of a Contractor to provide inspection support services and maintenance & protection of traffic (MPT) on high traffic volume roadways during inspections.
Mackin will receive separate sealed bids from qualified Contractors electronically via the PennBid Program, until 10:00 AM (EST) Friday, October 2, 2026. Complete bid packages may be obtained at no cost via PennBid (www.pennbid.net).
The Contractor must provide evidence of at least 10 years of experience in providing MPT and Inspection Support services on PennDOT projects of similar size and complexity for the Pennsylvania Department of Transportation and references (including contact person and phone number) from previous projects. The contractor must provide MPT in strict accordance with PennDOT Publication 213 (most recent edition) and make available the following equipment in good working order along with properly trained, competent, equipment operators.
- One (1) 40’ vertical reach articulating telescopic bucket truck. - One (1) or two (2) shadow vehicles as required per the current Publication 213. - One (1) self-propelled elevating mobile man-lift (JLG) with operator. - One (1) equipment truck with (2) PCMS (Portable Changeable Message Sign) for PATA 402 traffic patterns (refer to Publication 213). - Traffic control (MPT) consisting of warning signs, flags, cones, two-way radios and flagmen for traffic patterns on high-volume roadways for daylight and night inspections in accordance with the current PennDOT Publication 213.
Bids will be opened Friday, October 2, 2026. Mackin will award the contract to the lowest responsible bidder that meets the contract specifications. Mackin reserves the right to reject any or all bids deemed not in conformance with the bid requirements.
