Proposals will be received by the Borough of Dormont via PennBid until 10:00 a.m. prevailing time on October 22, 2026, for the following project: DORMONT NEXT GENERATION PLAYGROUND SITE DEVELOPMENT – PHASE 1 Contract No. 1 – Base Bid – Site Construction This project involves improvements to an existing Borough Park, including, but not limited to, clearing and grubbing; existing site feature protection and demolition; unclassified bulk excavation and fine grading; erosion and sediment control measures; storm sewer installation; concrete paving; purchase and placement of benches; utility coordination; play surface installer coordination; purchase of playground equipment; community playground building coordination; DCNR signage; and associated landscaping, plantings and site seeding, complete in place. Contract No. 1 – Additional Bid No. 1 – Wall, Steps, Handrail and Entry Plaza This project involves improvements to an existing Borough Park, including but not limited to, the construction of a retaining wall; concrete steps with handrails; an entry plaza; and associated landscaping, plantings and site seeding, complete in place. Contract No. 1 – Additional Bid No. 2 – Purchase and Placement of Hillside Playground Equipment This project involves improvements to an existing Borough Park, including but not limited to, the purchase and placement of hillside playground equipment and associated landscaping, plantings and site seeding, complete in place. Contract No. 1 – Alternate Bid No. 1– Community Involvement Development This project involves community involvement development, including, but not limited to, the systematic development of programs to engage the community before and during the building process, complete in place. Contract No. 2 – Base Bid – Electrical Construction This project involves electrical construction for an existing restroom building and new Park site lighting, including, but not limited to, site and building electrical construction, complete in place. Contract No. 2 – Additional Bid No. 1 – Electrical Construction This project involves electrical construction for new Park site lighting, including, but not limited to, site electrical construction, complete in place. All Proposals must be submitted electronically via PennBid (www.PennBid.net), before 10:00 a.m. prevailing time, on October 22, 2026. At that time, Bids will be opened with Summary Results publicly displayed on PennBid. No hard copy Bids will be accepted. Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement and all other information relating to this Solicitation will be available at no cost on the PennBid site (www.PennBid.net). Pennsylvania Prevailing Wage Rates are required to be paid on this Project.
There will be a Mandatory Pre-Bid Meeting on October 1, 2026, at 10:00 a.m. prevailing time at 1801 Dormont Avenue, Pittsburgh, PA 15216 at the pool parking lot. Contractors who intend to bid MUST attend for their bids to be considered as responsive. “Attendance” for the purposes of this Paragraph shall mean being present for the entirety of the Meeting. Signing the Register at the beginning of the Meeting and leaving immediately thereafter will not constitute attendance. Note that the Meeting start time will be strictly enforced unless there were circumstances that affected most of the prospective bidders. Proposals must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Borough of Dormont in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract. The Proposals must be made to the Borough of Dormont, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee. The Borough retains the right to award Contracts to the lowest responsive, qualified, and responsible Bidder based on consideration of quality of previous work, record of completing projects on time, history of payments to subcontractors and suppliers, maintenance of a permanent place of business, adequacy of equipment and plant to do the work, technical experience, a solid financial base to guarantee contract completion and all other factors deemed relative by the Borough. Bidders are advised that the Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsive, qualified, and responsible Bidder a contract for all or any portions of the work listed in the Proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the awarded contract price will be determined from the total quantities for each time listed and the unit price bid for each item listed. Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder. This project will be partially funded by a DCNR LWCF grant and as such will be subject to all DCNR LWCF guidelines for procurement during all phases of the project. Contractors must show a Good Faith Effort to meet DBE/SBE goals for procuring materials and labor; must follow DBD/SBE and Buy America requirements; and submit all required completed Forms as part of the Bid. Contractors shall note that bids may be rejected by DCNR solely for incorrectly following the DBE/SBE instructions. Contractors shall also note and strictly observe the DCNR Nondiscrimination/Sexual Harassment Clause during all phases of the project. The Borough reserves the right to waive any bid informalities or to reject any or all bids or any part thereof, for any reason, and reserves the right to waive any informality therein. If more time is necessary for the determination of the lowest responsible bidder, the Borough reserves the right to award the Contract later but not exceeding sixty (60) days from the date Bids were submitted.
